Paul Downe
​A Passion to Protect and Serve


Paul has been a resident in the Tulsa area since 1979, when he relocated from Cleveland, Ohio. (Go Tribe!)   Prior to arriving in Oklahoma, Paul served 3 years as a sergeant in the United States Army.   Paul moved to Oklahoma as an EMT-P, working for a new ambulance service start-up in Tulsa.  He soon made the move to law enforcement serving as a deputy for the Tulsa County Sherriff’s Department, a corporal with the Sand Springs Police Department and finally as a Tulsa Police Officer.  After retiring from TPD in 2010 with 30 years of service, Paul began as a consultant to The University of Tulsa as their security department made the move to an armed security department.  After the successful implementation of the program, Paul was promoted to a position as Captain in the TU Security Department, where he continues to serve today.  Throughout his career, Paul has received numerous awards and medals as well as becoming certified as instructor in Radar, LEO drivers’ training, a breathalyzer supervisor, an auto accident reconstructionist & a Self-Defense Act Instructor through the Council on Law Enforcement Education & Training (CLEET), as well as a certified armorer through GLOCK.  Paul has a heart for safety and is pleased to be able to conduct SDA classes (required for Concealed Carry Licensing) and present seminars for businesses and organizations on surviving an active killer.
